About the Portal
The Scottish Assessors’ Portal went live on Monday 16 August 2004 and became available to the public with details of Council Tax Bands and Rateable Values for all properties in Scotland.
The Portal was officially launched on Friday 29 October 2004 to coincide with the Scottish Executive’s Modernising Government Conference. Subsequently the Portal displayed details of draft Rateable Values for the 2005 Revaluation and values for the 2004/2005 financial year. Values for subjects included in the final Revaluation out-turn have been displayed since April 2005 and values for the 2004 year are still also available for these properties. The 2004 values will not however be updated and will increasingly become both historic and inaccurate. Details of entries and values prior to 1 April 2005 can however be obtained directly from the Assessor involved. In March 2006 the first interactive service was added to the Portal. Since then it has been possible to lodge a Valuation Appeal direct to your local Assessor by completing a form on the Portal. In June 2006 the same facility became available to Council Tax payers and you can therefore lodge an on-line proposal from the Interactive Services Page. A further development has seen the availability of an on-line rental information form, also available through the Interactive Services Menu.
Valuation Roll Histories were added to the Rateable Values Search facility in the latter part of 2006. This displays on separate “tabs” the pre 01.04.2005 “snapshot” entry, a history of all value changes from 01.04.2005 and the current “live” entry.
The Assessors’ Portal is part of the Definitive National Addressing for Scotland (DNAS) initiative, a Modernising Government project funded by the Scottish Executive and the Scottish local government community. As part of this project all fourteen Assessors in Scotland are working together to develop, deliver and maintain the Scottish Assessors’ Portal. For the first time, there is single point Internet access to Valuation Roll and Council Tax information on a Scotland-wide basis, sourced from the locally managed and maintained databases held by each of the Assessors.
The Portal is part of a larger programme of work with the thirty-two Scottish local authorities to create and maintain up-to-date and accurate address-based systems that will be a primary source of information for a wide range of e-government solutions that, in addition to assessors’ information, includes online planning, building control, roads, finance and other critical services delivered by local government.
During 2007/08 the Portal Board conducted a Benefits Realisation exercise and reported its conclusions to the Portal Steering Group on 17 April 2008. The report is available in pdf format.

Assessors are committed to a longer term development plan to improve and enhance the Portal in the months and years ahead and your input will influence this process.
The site was re-launched on 26 November 2007 with a new, more contemporary look and with the addition of dynamic resizing.
